I have the honour to acknowledge the receipt of your confidential despatch of the 9th of September covering a letter from Mr. H. G. Fisher criticising the award of the
arbitrator who adjudicated upon the claim of the contractor for
the building of the Law Courts.

It is to be regretted that Mr. Fisher was not in
the Colony to give evidence before the arbitrator, but I am
satisfied that no more than bare justice has been done to the
contractor in this case and I do not think that any useful
purpose would be served by commenting in detail upon Mr.Fisher's criticisms.
3.
I requested the arbitrator, however, to make such
comments of a general nature as he might desire to offer, and I now forward copy of a letter received from him in which he has
acted upon my suggestion.
